Position Summary:   Swingtech Consulting is looking for a full time Contract Specialist. This role will be responsible for all aspects of procurement including procedures and processes and act in an advisory capacity.   

Primary Responsibilities:

 

  • Process assigned Purchase Requests through Ariba.
  • Follow up with acquisitions office on all orders and provide status updates as needed.
  • Perform funding realignment and administer incremental funding.
  • Provide independent government cost estimate, justifications, and approvals for Sole Source requisitions.
  • Participate in related training sessions/presentations as needed.
  • Conduct market research; funds certification for purchase requests.
  • Complete de-obligation and de-commitment of funds.
  • Complete and update electronic contract history and status.
  • Communicate orally and in writing, including email with all parties involved in procurement related matters.
  • Create and maintain contract files, complete contract closeouts, monitor contract option expiration and other timeframes and advise accordingly. Review and edit requisitions for any contract modifications. Apply contract administration principles and best practices.  
  • Log and track quotes and requests for modifications and reports in SharePoint and MS Teams.
  • Visit various program offices to review procurement requisition packages, analyze the requirement and recommend revisions to the required documents or specs as necessary. Provide guidance on recommended contract types or vehicles for acquisition.
  • Interpret contract provisions, citations and clauses and provide appropriate advice and guidance.
  • Provide support and assistance to other Procurement Analysts in all areas of FAR; Serve in an advisory capacity to team members providing training and knowledge to better support the offices mission of providing outstanding support.
  • Provide post-award conferences and recommend resolutions to performance deficiencies.
  • Provide support in technical writing, acquisition planning and strategy and market research ensuring compliance with program and administrative guidance and regulations.
  • Visit Authorization Requests building access.
  • Provide guidance to Program Managers on procurement policies and procedures  to result in cost savings and act as business advisor /representative to program offices.
  • Must have knowledge and experience with various procurements methodologies such as Firm Fixed Price (FFP), Blank Purchase Agreements (BPA’s), indefinite delivery/indefinite quantity (IDIQ)
  • FAC-C Level II or III (or DAIWA equivalent) certification preferred
  • Experience drafting reviewing and drafting Statements of Work, Independent Government Cost Estimates, and Justification and Approvals for Sole Source Selection.
  • Proficient in Microsoft Office and Excel
  • Strong Communication skills a must both oral and written
  • Excellent analytical skills
  • Able to work under pressure with a team
  • Proficiency in PowerBI to effectively analyze and visualize complex datasets, enabling data-driven decision-making within the organization.
  • Demonstrated ability to design and develop interactive PowerBI dashboards and reports, ensuring clear and concise presentation of key metrics and insights for stakeholders.
  • Ability to pass a federal background check and maintain clearance

  • Eight plus years of primary contracting experience
